Key Responsibilities 1. HR Operations Management •Oversee daily HR operations to ensure smooth and efficient service delivery. •Implement and monitor HR policies, procedures, and standards in alignment with company objectives and casino regulatory requirements. 2. Labor Law & Compliance •Ensure full compliance with Cambodian labor law, casino industry regulations, and company policies. •Provide guidance and interpretation of labor law for management and employees. •Handle labor inspections, dispute resolution, disciplinary actions, and legal compliance reporting. 3. Employee Relations (ER) •Manage employee relations cases professionally, maintaining fair and transparent processes. •Address grievances, conflict situations, and workplace issues with a balanced and solution-focused approach. •Promote positive employee engagement and retention initiatives. 4. Learning & Development (L&D) •Lead the development and execution of training programs for casino and hotel employees. •Coordinate with department heads to identify training needs and create job-related or regulatory-focused learning materials. •Monitor training effectiveness and maintain L&D documentation. 5. Recruitment & Talent Acquisition •Support recruitment planning for casino and hotel departments. •Participate in interviewing, evaluating, and selecting candidates for management and skilled positions. 6. Payroll & HR Administration •Oversee payroll processes to ensure accuracy, confidentiality, and timely payment. •Review and approve payroll-related documentation including attendance, overtime, benefits, and allowances. •Ensure accuracy of HR database and personnel files. 7. HR Reporting & Analytics •Prepare HR reports for management, including turnover, attendance, payroll summaries, and compliance reports. •Analyze HR data to support decision-making and workforce planning. 8. IT for HR (Advantage / Plus) •Utilize HRIS systems, online tools, and digital platforms to improve HR processes. •Support digitalization projects, such as e-forms, HR dashboards, or automated workflows. Qualifications & Requirements •Bachelor’s degree in Human Resource Management, Business Administration, or related field. •Minimum 3–5 years of proven experience as an HR Manager in the casino industry (required). •Strong knowledge and practical experience in: - Casino-related labor law compliance - Employee dispute resolution - Employee relations in casino operations - Payroll management - Training and development •Proficiency in English, Khmer or Thai (is a plus) •Excellent communication, interpersonal, and leadership skills. •Strong analytical and problem-solving abilities. •High level of integrity, professionalism, and confidentiality. •Experience with HR software, HRIS, or IT tools for HR is a plus. •Ability to work in a fast-paced, high-pressure environment.
