HR Compliance (Internal & External – HR Service Line Support) Internal Compliance: • Ensure company HR compliance with Cambodian Labor Law and related regulations. • Maintain and update staff employment contracts, annexes, probation assessments, renewals, and amendments. • Lead the process for annual Foreign Worker Quota application and approval. • Manage work permit and employment card applications and renewals for foreign employees. • Handle business visa applications/renewals for foreign employees. • Conduct periodic internal HR audits (personal files, contract expiry, NSSF records, payroll compliance). • Support preparation and updates of Internal Rules, HR policies, and employee handbook. Client HR Compliance Support (HR Service Line): • Assist the HR Service Line in drafting, reviewing, and customizing employment contracts for clients. • Support visa, work permit, quota applications, and compliance checks for clients under HR Service Line. • Assist client onboarding audits, HR document setup, and compliance advisory under supervision of HR & Admin Manager. • Maintain accurate and updated compliance tracking sheets for internal and client portfolios. 3.2. Recruitment & Staffing • Manage full recruitment cycle for internal positions (posting, screening, interviewing coordination). • Support client recruitment tasks when needed, including CV screening and interview arrangement. • Prepare job offers, contracts, and onboarding documents for new hires. 3.3. Onboarding & Offboarding • Lead onboarding orientation and ensure all required documents are completed. • Ensure new hires are properly registered with NSSF, tax system, and compliance databases. • Handle exit processes including clearance, exit interview, and final document processing. 3.4. KPI & Performance Tracking • Collect, verify, and consolidate monthly/quarterly KPIs from all departments. • Maintain KPI dashboards and support data analysis for reporting to the CEO. • Follow up with department heads to ensure timely KPI submission. 3.5. Attendance, Leave & Payroll Support • Oversee the daily attendance system and verify accuracy. • Maintain leave balances, overtime records, and attendance compliance. • Prepare monthly attendance summary to support payroll calculation. 3.6. Disciplinary & Employee Relations • Prepare and maintain disciplinary documentation (warning letters, suspension letters, investigation notes). • Guide managers on proper disciplinary procedures according to Labor Law. • Support employee relations initiatives to ensure a positive work environment. 3.7. Training & Development • Collect and analyze Training Need Assessment (TNA) submissions. • Coordinate internal and external training programs. • Maintain training attendance, evaluation, and compliance reports. 3.8. Administration & Office Coordination • Oversee office purchasing requests and vendor coordination. • Provide administrative support for meetings, documentation, and internal communication. • Manage HR filing system (physical and digital) with accuracy and confidentiality.
