Key Responsibilities 1. Workforce Planning & Recruitment • Develop annual and quarterly manpower plans and recruitment plans based on business needs. • Lead recruitment for key positions including local staff and expatriates. • Maintain local recruitment channels: job websites, agencies, universities and local communities. • Optimize recruitment process, control hiring cost and improve retention rate. 2. Compensation, Benefits & Attendance • Set up and maintain the company’s C&B system in compliance with Cambodian minimum wage, overtime and leave regulations. • Supervise attendance management: roster, shifts, overtime, leave and absence. • Review and approve monthly payroll, including salary, allowances, bonus, overtime and seniority payments. • Monitor implementation of employee benefits such as meals, dormitory, transportation, festival incentives, etc. • Coordinate with Finance on tax on salary and related declarations. 3. HR Compliance & Labour Administration • Establish and implement HR policies and Employee Handbook. • Ensure proper labour contract management: signing, renewal, probation, transfer and termination in line with Cambodian Labour Law. • Handle work permits, labour books, visas and related renewals for local and foreign employees. • Manage NSSF registration and updates for employees. • Handle labour inspection, audits, union / worker representatives communication and labour dispute cases. 4. Employee Relations & Company Culture • Build effective communication channels between employees and management. • Handle employee complaints, conflicts and disciplinary cases. • Organize employee activities to improve cohesion and engagement. 5. Training & Development • Develop annual training plan based on business and functional needs. • Organize new employee orientation and regular trainings (safety, quality, soft skills, management, etc.). • Support talent development and succession planning for key positions. 6. HR Data Management & Team Leadership • Maintain accurate and confidential HR records and HRIS data. • Prepare HR reports (headcount, turnover, attendance, labour cost) for management review. • Lead and coach HR team members to improve professionalism and execution. Requirements • College degree or above in Human Resources, Business Administration, Law or related fields. • At least 5 years’ HR experience with 2+ years in a supervisory / managerial role. • Experience in Cambodia manufacturing / factory / foreign-invested companies is a strong plus. • Solid knowledge of Cambodian Labour Law, NSSF, seniority payment, overtime and leave regulations. • Strong problem-solving skills and experience in handling labour disputes and government inspections. • Language: • Chinese: fluent; • English: good command in both written and spoken; • Khmer language skill is an advantage. • Proficient in MS Office (especially Excel) and HR / attendance systems. • Strong sense of responsibility and integrity, good communication and ability to work under pressure.
