HR Manager

Job Purpose: The Human Resources Manager is responsible for planning, leading, and managing all HR functions to support business objectives in a manufacturing and distribution environment. This role ensures compliance with labor laws, develops effective people management strategies, and fosters a productive, safe, and engaged workforce across factory and distribution operations. Main Responsibilities and Job Duties: - Develop and implement HR strategies aligned with the company’s operational and business goals. - Advise Management on workforce planning, organizational structure, and succession planning. - Lead and manage the HR team, ensuring effective service delivery to all departments. - Plan manpower requirements for manufacturing plants, warehouses, distribution, and back-office functions. - Coordinate with department heads to forecast workforce need. - Ensure full compliance with local labor laws, factory regulations, and company policies. - Manage employee relations, disciplinary actions, grievances, and dispute resolutions. - Liaise with labor authorities, unions (if applicable), and external stakeholders. - Represent the company during labor inspections, audits, and dispute resolutions. - Prepare and maintain internal rules, HR policies, and employee handbook. - Design and administer salary structures, job grading, and benefit programs. - Oversee payroll administration, allowances, overtime, and statutory contributions (NSSF). - Manage seniority indemnity pay, severance pay, and contract renewals. - Manage employee contracts, renewals, and termination processes. - Implement performance appraisal systems and KPI frameworks for all employee levels. - Identify training needs and coordinate learning and development programs. - Support compliance with occupational health and safety requirements. - Coordinate HR support for shift work, production schedules, and attendance systems. - Monitor absenteeism, turnover, and disciplinary trends in factory and distribution teams. - Collaborate with operations to maintain disciplined and efficient workforce management. - Ensure proper HR management of all factory staff members. - Maintain accurate employee records and HR documentations. - Prepare HR reports on headcount, turnover, absenteeism, and compliance…etc. - Other tasks as assigned by line manager. Job Requirements: - Bachelor’s degree in Human Resources, Business Administration, or related field. - Minimum 6 years of HR experiences, including at least 3 years in a managerial role. - Experience in manufacturing and/or distribution companies are more advantageous. - Strong knowledge of labor law and compliance knowledge, HR best practices, and factory regulations. - Experience handling workforce diversity, shift-based employees, and operational HR issues. - Strong leadership and people management skills. - Excellent communication and negotiation skills. - High integrity and confidentiality. - Ability to manage labor disputes and inspections confidently. - Strong analytical and problem-solving skills. - Strong at English proficiency (written and spoken). - Experience in HR reporting and HRIS are more desirable. Working Condition: - Job Location: Office in Phnom Penh, and Factory site (Kampong Speu Province) - Working Schedule: 5.5 days / week (Monday to Saturday Half) - Working time: 08:00am to 05:00pm (including one hour lunch break) Salary and Benefits: - Competitive salary is offered based on working experiences. - NSSF - Annual Salary Increment - Annual Performance Bonus: - Leave and Public Holiday: followed by labor law.
