HR & Admin Manager I Job Description • Position: HR & Admin Manager • Working Day: Monday-Saturday (half day) up to discussion • Working Time: 8:00am- 5:00pm • Public Holiday: Follow Labor Law • Location: TK Central, Street.289, SK Beong Kork 1, Khan Toul Kork, Phnom Penh. • Base Salary: Starting Negotiable base on experience • Friendly healthy environment • Rules/regulations (compliance by the law of Kingdom Cambodia) II Job Requirements • Develop and implement effective recruitment to strategies high-quality candidates from job analysis until final selection. • Post job advertisements on appropriate platforms and conduct outreach potential candidates, Screen resumes, and shortlist candidates based on qualifications and job requirements. • Coordinate and schedule interviews hiring, including extending job offers letter. • Create deliver onboarding programs, introducing to company policies, procedures and culture. • Develop training materials, including presentations, manuals, tailored to the of responsibilities HR. • Oversee HR Administrative documentation, contracts, letters, and internal memos. • Support management meeting with HR reports and presentations. • Monitor and evaluate the effectiveness of training programs, gathering feedback from participants making adjustment as needs. • Conduct workshops, role-play exercises and hand-on training session to enhance skills in recruitment, employee relations, HR compliance and performance management. • Create and keep track on KPIs, Performance review • Culture & Engagement: Drive initiatives for employee engagement, morale, diversity, equity, and inclusion (DEI). • Establish payroll policies, Controls, and approval workflow • Ensure payroll practices Comly with labor law, tax, NSSF, LACMS and statutory requirements. • Review payroll structure, allowances, overtime, and benefit for compliance and fairness. • Draft, Standardize, and control HR policies, SOPs, and employee handbook. • Ensure alignment with Cambodian labor law and internal governance standards. • Coordinate with finance on payroll accuracy, payroll audit & Reporting. • Ensure full compliance with Cambodian labor Law, Prakas, and regulations. • Monitor HR compliance risks and recommend corrective action. • Support disciplinary procedures and legal HR cases. • Prepare HR Reports and insights for management decision-making. • Support HR digitalization and process improvement initiatives. • Maintain confidentiality, integrity, and professional standards • Other tasks to be assigned by Manager. Qualifications & Experience: • Bachelor’s degree in HR, Business Administration, or related field (Master’s preferred). • 1-2 years of progressive HR experience, • Strong experience in labor law compliance, HR policy writing, and organization design. ***Benefit: • Basic Salary • Meals allowance at office (follow actually) • Seniority Pay & Insurance NSSF after pass probation • Annual Leave 18days • Annual Bonus (follow actually) • Other benefits to be discussed Core Competencies: • Strategic and systems thinking • Strong compliance mindset, document and communication skill • High integrity, Discretion, and professionalism
