Job Purpose: The HR Supervisor is responsible for supporting the HR Manager in overseeing the full spectrum of HR functions, including compliance, compensation and benefits, HR administration, HR policy implementation, and HR data management. The role ensures all HR operations align with Cambodian labor laws, company policies, and organizational goals. The HR Supervisor acts as a key coordinator between HR and other departments to ensure accurate, timely, and efficient HR practices. Job Duties: Recruitment and Selection - Identify staffing needs through identifying job vacancies and the specific skills, qualifications, and experience required for the role, often in consultation with hiring managers. - Develop clear, detailed job descriptions and person specifications that outline the duties, responsibilities, and essential criteria. - Support a recruiting strategy plan and implement a strategy to reach potential candidates effectively, which might include internal or external recruitment methods. - Advertise positions post job openings on various channels, such as company websites, job boards (e.g., Indeed), social media, and attend job fairs or campus recruiting events. - Proactively search for potential candidates through databases, professional networks, and referrals, especially for hard-to-fill roles. HR Compliance - Monitor, review, and ensure company HR practices comply with Cambodian Labor Law and relevant regulations. - Track government notifications, legal updates, and labor-related guidelines; provide timely reports and recommendations to management. - Conduct internal compliance audits and propose action plans for improvement. - Assist in preparing official letters, internal memos, and required documentation for the company and labor inspections. Compensation & Benefits - Oversee the monthly payroll preparation and ensure accuracy, completeness, and on-time processing. - Coordinate with all department heads to obtain and verify attendance, overtime, incentives, deductions, and other payroll-related data. - Support HR Manager in reviewing compensation structures and benefits programs to maintain competitiveness and fairness. HR Administration - Oversee leave management, ensuring accurate tracking of annual leave, sick leave, maternity leave, and other leave types. - Manage employee onboarding and offboarding processes, including orientation, contract preparation, exit interviews, and clearance. - Supervise attendance reporting and ensure timely consolidation of attendance and shift data. - Maintain and update employee personnel files in both electronic and physical formats. - Ensure all HR-related documents, forms, and templates are up to date and standardized. HR Policy Roll-out & Implementation - Assist the HR Manager in communicating and implementing new or updated HR policies across all departments. - Monitor the effectiveness of policy implementation and gather feedback from employees and supervisors. - Conduct evaluations of policy adherence and propose adjustments or improvements to management. - Support the delivery of HR-related orientations and internal training sessions. HR Data Management & Initiatives - Ensure timely and accurate entry of HR data into HR systems or spreadsheets. - Support HR digitalization initiatives, HR analytics, and reporting. - Prepare HR reports such as turnover rate, attendance trends, payroll summaries, and other key HR indicators. Job Requirements: - Bachelor’s degree in Human Resource Management, Business Administration, or related fields. - Minimum 3 years of experience in general HR functions. - Experience at mass recruitment should be more advantageous. - Experience at a supervisory level is highly preferred. - Background in HR compliance within manufacturing or factory environments is an advantage. - Strong experience in payroll processing and HR administrative practices.
