Job Description: Internal/External Interactions: Internal: • Reports directly to the Director of Human Resources • Collaborates with all divisions across MJQE’s staffing needs and align recruitment strategies with company goals. • With all stakeholders and HRBP in term of planning and executing the HR agenda and workforce strategy. External: • Coordinates and maintains partnerships with recruitment agencies, and other external service providers to ensure effective talent sourcing. • Engages with universities, educational institutions, and relevant professional networks involved in education and workforce development programs to build a sustainable talent pipeline. Functional Responsibilities: • Overall management of the talent acquisition section to meet the business need • Work with internal teams and hiring managers to assist with recruitment efforts. • Develop a recruitment strategy in conjunction with the business plan either short or long term. • Keeping up-to-date with technologies and the latest Talent Acquisition strategies. • Identify future talent needs and proactively recruit and source; develop talent pool or social engagements. • Manage the recruitment process, including initial assessments, interviews, and offers as well as salary negotiation by working with Com & Ben Section • Manage talent pipeline by creating the recruitment database to respond to business need • Develop and manage the Recruitment Tracking Tool to track the recruitment status of each role • To ensure that job evaluations are in place to address and determine the job grading and salary range. Job evaluation must be done before recruitment happens. • Develop relationships with third-party recruitment agencies and staffing firms and review all terms and conditions for the company’s interests. • In charge of recruiting and selecting senior management positions • Lead and ensure the recruitment and selection are in line with recruitment and selection policy/workflow/procedure • Provide training, coaching, and general guidance to the team and hiring managers on interviewing best practices, offering recommendations, negotiating/creating job offers, closing, and administrative functions involved in full-cycle recruiting. • To ensure the candidate life cycle of the interview are in place in term of documenting, recording, and following the guideline • To ensure that all leavers are addressed with proper exit interviews and identify the resignation reason for area improvement • Work with HoDs and HRBP to reinforce and train how to project manpower planning to balance between demand and supply • Other tasks assigned by the line manager. Travel Requirements: • This position is based in the head office. At times the position is scheduled to work in divisions and regional level. Job Requirements: • Educated to bachelor's degree level in Human Resources Management or similar. • At least 5 years of experience in TA with the most recent 3 in a lead, manager, or supervisory role • Strong command of current TA concepts, practices, and procedures • Proven management experience with the ability to engage and act as a teacher and coach to the team, leadership, hiring managers, and candidates • Agency or Search firm recruiting experience is highly desirable, ideally combined with exposure to an in-house recruiting environment • Excellent written and verbal communication skills • Advanced problem-solving capability and ability to generate a collaborative, progressive work environment • Experience developing resourcing strategies, policies, tools and standard processes • Proven success in managing and sourcing a variety of job requirements simultaneously • Experience in full-cycle recruiting, sourcing, and employment branding • Understanding of all selection methods and techniques • Working knowledge of Applicant Tracking Systems (ATS) and database • Must have excellent analytical, critical thinking, problem-solving skills, and judgment • Must have strong listening, consulting, facilitation, excellent communication and presentation skills.
